          Louisiana Behavioral Health (Districts/Authorities)-Software Purchasing Collaborative

REQUEST FOR PROPOSALS FOR

Web-based BH Electronic Health Record Certified by DHHS-ONC

 

The Louisiana Behavioral Health Districts/Authorities-Software Purchasing Collaborative (LBHDA-SPC) is seeking an Application Service Provider/Software-as-a-Service (ASP/SaaS) vendor to provide and host a “Complete” Web-based Electronic Health Record (EHR) designed for Behavioral Health ambulatory services (capable of supporting both the “Behavioral Health Medical Home” model and the “Behavioral Health Specialty Clinic inside of a Medical Home” model) that is “certified” by the HHS-Office of the Coordinator for Health Information Technology (ONC) and qualifies for incentives under ARRA’s Health Information Technology Economic and Clinical Health (HITECH) Act. Product must also be capable of managing physical health and other co-occurring disorders of the seriously mental ill, addiction recovery and developmentally disabled/mentally retarded individual in a Managed Care Setting within the Louisiana Statewide Management Organization (SMO) [aka ASO-Administrative Services Organization; MCO-Managed Care Organization].

 

This collaboration is established for the express purpose of leveraging resources and creating uniformity of behavioral health services delivery within and across the remaining Authorities/Districts who are not already operating under an Electronic Health Record in preparation for and compliance with standards established by the Health Information Technology for Economic and Clinical Health (HITECH) Act under the American Recovery and Reinvestment Act (ARRA) of 2009. Healthcare Reform and its’ mandate for “meaningful use” is a number one priority for this organization and is essential to its’ continued future operations. This collaboration is comprised of three Authorities/Districts (hereafter referred to as Agency) providing services in 19 (nineteen) parishes along the southern/central regions of the state of Louisiana.

 

 The contract will begin June 01, 2011 and will be renewable annually.  A full summary of the work specifications is contained in the Proposal Guidelines package which will be available beginning April 25, 2011 through May 25, 2011.

 

The deadline to receive questions concerning the RFP will be 12:00 noon CT on May 23, 2011.
